August 5, 2025, New York, NY – In response to the UN High-Level Conference on the Two-State Solution and the resulting New York Declaration, the American Jewish Congress today released a comprehensive language analysis highlighting key flaws in the current diplomatic push for Palestinian statehood.

While the Declaration’s tone was carefully calibrated to appear balanced, the American Jewish Congress warns that efforts bypassing Israel, ignoring Israeli security concerns, and brushing past Palestinian institutional failures are unlikely to lead to peace or a stable Palestinian state.

We know something about efforts to bridge the divide,” said Daniel Rosen, President of the American Jewish Congress. “In 2009, we hosted Palestinian and Jewish business leaders in New York to promote joint economic cooperation. And what we’ve learned is simple: Without a credible Palestinian partner, and without a mindset that embraces coexistence with Israel and rejects terrorism, statehood remains a diplomatic fantasy.

The AJCongress analysis points to problematic clauses in the New York Declaration, including vague reaffirmations of the Palestinian “right of return,” legal language equating Israeli defense actions with terrorism, and coercive demands that ignore the absence of bilateral negotiations.

Granting statehood to a party that has yet to get its own house in order—politically, institutionally, and morally—only sets the region up for more disillusionment and instability,” Rosen added.
