Discussions Addressed War Response, Reconstruction, the Jewish Community, and Future Economic Opportunities for Dnipro

December 18, 2025, New York, NY — American Jewish Congress Chairman Jack Rosen and President Daniel Rosen hosted Borys Filatov, Mayor of Dnipro, Ukraine, and his senior municipal delegation at the American Jewish Congress headquarters in New York City for a meeting focused on the impact of the war in Ukraine, the humanitarian pressures facing the city, the Jewish community, and plans for post-war recovery.

Mayor Filatov, a longstanding friend and partner of the American Jewish Congress and a former participant in our organization’s International Mayors Conference in Israel, provided an update on conditions in Dnipro, which has become a major destination for internally displaced persons from eastern Ukraine while continuing to endure constant missile and drone attacks.

Mayor Filatov provided an update on Dnipro’s Jewish community of approximately 50,000, which he described as resilient, active, and an integral part of the city’s civic fabric. The delegation noted the municipality’s continued support, including public funding for Jewish schools, educational initiatives, and cultural programs, and reaffirmed its commitment to protecting religious and communal life during the war. They also highlighted the absence of antisemitic incidents in Dnipro, at a time when Jewish communities in many other cities across Europe are facing a starkly different reality.

Looking ahead, the conversation focused on post-war reconstruction, Dnipro’s industrial and human capital, and emerging economic opportunities, including the city’s attractiveness for American investment as part of Ukraine’s recovery. Jack Rosen emphasized that constructive engagement by U.S. companies and institutions could play a meaningful role in rebuilding infrastructure, creating jobs, and encouraging the return of residents displaced by the war.

The American Jewish Congress welcomed the agreement of friendly cooperation between New York City and Dnipro, signed by New York City Mayor Eric Adams and Mayor Filatov this week, which establishes a framework for collaboration across multiple fields, including municipal governance, economic development, cultural initiatives, and people-to-people exchange.

The American Jewish Congress commended Mayor Filatov’s for his leadership and resilience and expressed our hope for a swift conclusion to the war and a peaceful, sustainable recovery for Ukraine.
