Jamaal Bowman (D-NY) in the northern suburbs of New York City, ending months of speculation over his plans for the hotly anticipated congressional race.<\/p>\n\n\n\n<p>The June primary is likely to be among the marquee House races of the 2024 election cycle, pitting an outspoken progressive who has served in Congress for nearly three years against a veteran establishment Democrat with long-standing ties to voters in Westchester County, which makes up most of the current district.<\/p>\n\n\n\n<p>Latimer, who turned 70 last month, had been privately weighing a challenge for several months before he filed to run this week, a decision he attributed in part to ongoing conversations with business leaders and Jewish community activists, among others who have voiced what he described as growing frustration with Bowman\u2019s leadership.<\/p>\n\n\n\n<p>Drawing a contrast with Bowman, whom he characterized as a showman increasingly committed to&nbsp;<a href=\"https:\/\/jewishinsider.com\/2023\/10\/jamaal-bowman-congress-george-latimer-primary-challenge\/\">performative stunts<\/a>&nbsp;that haven\u2019t served the needs of his constituents, Latimer cast himself as a policy-minded workhorse focused on achievable improvements around local issues including affordable housing and infrastructure.<\/p>\n\n\n\n<p>\u201cWhen he shouts out in front of Marjorie Taylor Greene,\u201d Latimer said of Bowman\u2019s confrontations with the far-right congresswoman, \u201cthis is what gets eyeballs. It\u2019s not what gets good public policy.\u201d<\/p>\n\n\n\n<p>In an interview with&nbsp;<em>Jewish Insider<\/em>&nbsp;on Tuesday, Latimer, a former state and county legislator who has held public office for decades, insisted that he is not running \u201cto try to get on cable TV\u201d or \u201cto be a spokesperson for something larger,\u201d a veiled allusion to Bowman\u2019s affiliation with the far-left Squad. \u201cI would go down to Washington to do what I think are sensible things.\u201d<\/p>\n\n\n\n<p>The county executive also took aim at Bowman\u2019s unusually hostile approach to Israel, which is likely to be among the most contentious issues in the race \u2014 and has long been a source of anger among Jewish leaders in Westchester who represent a sizable and politically active voting bloc. In the months leading up to his campaign launch, Latimer, who says he is a staunch supporter of Israel, faced pressure from Jewish activists to run against Bowman, who&nbsp;<a href=\"https:\/\/jewishinsider.com\/2022\/08\/jamaal-bowman-new-york-democratic-primary-vedat-gashi\/\">handily defeated<\/a>&nbsp;two lesser-known challengers last cycle.<\/p>\n\n\n\n<p>\u201cThe bulk of the Jewish community of Westchester County feels that Israel is not a racist state and you should have voted to affirm that,\u201d Latimer told JI, citing Bowman\u2019s opposition to a House resolution this summer that&nbsp;<a href=\"https:\/\/jewishinsider.com\/2023\/07\/jamaal-bowman-israel-congress-isaac-herzog\/\">fueled efforts<\/a>&nbsp;to recruit a primary challenger. \u201cI think that the bulk of the Jewish folks in Westchester believes that they have tried to build bridges and that it has not worked \u2014 and they feel that there\u2019s an alternative.\u201d<\/p>\n\n\n\n<p>Latimer, who is Roman Catholic, said he had waited to disclose his new bid until after he&nbsp;<a href=\"https:\/\/x.com\/matthewkassel\/status\/1729942718007202280?s=46&amp;t=lO03GaaQiKwBXh8cK5OsOQ\">returned<\/a>&nbsp;last week from a three-day trip to Israel because he did not want to politicize the visit, during which he led a delegation of local elected officials that toured a kibbutz targeted by Hamas on Oct. 7 and met with Israeli government leaders.<\/p>\n\n\n\n<p>\u201cIn practical terms, my trip to Israel reminds me that Israel is a democracy and an ally of ours in the Middle East,\u201d Latimer told JI, suggesting that Bowman\u2019s activism amid the Israel-Hamas war has been counterproductive. \u201cHow the United States government uses its relationship with Israel to shape the way Israel responds is the discretion of\u201d the Biden administration and Israeli leadership, he said. \u201cI don\u2019t think every congressman should try to micromanage that process.\u201d<\/p>\n\n\n\n<p>In another contrast with Bowman, who is 47, Latimer said he disagrees with calls for a cease-fire to the fighting between Israel and Hamas, which the congressman was among the first to endorse in the House. \u201cIsrael was the victim of a vicious terrorist attack,\u201d Latimer reasoned. \u201cIf you just let Hamas continue on, if you just say, \u2018OK, let\u2019s have a cease-fire now, timeout, nobody does anything,\u2019 Hamas would do it again.\u201d&nbsp;<\/p>\n\n\n\n<p>Latimer is among a&nbsp;<a href=\"https:\/\/jewishinsider.com\/2023\/10\/squad-members-democrats-anti-israel-hamas-gaza\/\">growing number of Democratic challengers<\/a>&nbsp;seeking to unseat far-left incumbents who have faced scrutiny over their positions on Israel amid the ongoing war. But experts believe that Bowman is uniquely vulnerable as he prepares to go up against Latimer, who is well-known across the district and boasts that he has never lost a race.<\/p>\n\n\n\n<p>Even as the district lines could be redrawn in the coming months to include portions of the Bronx that are more favorable to Bowman, the two-term congressman \u2014 who is now&nbsp;<a href=\"https:\/\/www.axios.com\/2023\/12\/05\/jamaal-bowman-house-gop-vote\">facing<\/a>&nbsp;a GOP-led censure vote after pleading guilty to pulling a House fire alarm in September \u2014 would still likely face a challenging reelection, according to Dave Wasserman, a House elections forecaster for&nbsp;<em>The Cook Political Report<\/em>.<\/p>\n\n\n\n<p>\u201cAs it stands, if the district lines don\u2019t change, this is shaping up to be perhaps the proxy fight of 2024, with progressives behind Bowman and pro-Israel groups behind Latimer,\u201d Wasserman told JI, speculating that Bowman could face backlash over his strident approach to Israel. \u201cThis is a battle royale.\u201d<\/p>\n\n\n\n<p>Pro-Israel groups are expected to invest heavily in the race, which drew outside spending even before Latimer had announced his campaign. Last month, United Democracy Project, a super PAC affiliated with AIPAC, which privately urged Latimer to run,&nbsp;<a href=\"https:\/\/jewishinsider.com\/2023\/11\/united-democracy-project-super-pac-targets-lee-bowman-massie-over-anti-israel-votes\/\">launched an initial six-figure ad campaign<\/a>&nbsp;targeting Bowman over his vote against a&nbsp;<a href=\"https:\/\/jewishinsider.com\/2023\/10\/house-pro-israel-resolution-senate-jack-lew\/\">House resolution<\/a>&nbsp;standing with Israel and condemning Hamas. The resolution, which was opposed by nine Democrats and one Republican, won widespread bipartisan support.<\/p>\n\n\n\n<p>\u201cAll of our intel, including the metrics around our ads, indicates that there is deep concern about Bowman\u2019s anti-Israel positions among voters in the district,\u201d Patrick Dorton, a spokesperson for UDP, told JI on Tuesday.&nbsp;<\/p>\n\n\n\n<p>In a statement to JI, Marshall Wittmann, a spokesperson for AIPAC, accused Bowman of aligning himself \u201cwith the anti-Israel extremist fringe,\u201d arguing that \u201cDemocrats in this district deserve a representative who stands by the mainstream view which supports the U.S.-Israel relationship.\u201d<\/p>\n\n\n\n<p>Mark Mellman, the chairman of Democratic Majority for Israel\u2019s political arm, which&nbsp;<a href=\"https:\/\/jewishinsider.com\/2022\/08\/jamaal-bowman-new-york-democratic-primary-vedat-gashi\/\">spent nearly $2 million<\/a>&nbsp;against Bowman during his first primary in 2020, called Latimer \u201ca proud pro-Israel Democrat\u201d in a statement on Wednesday, even as he stopped short of making an endorsement.<\/p>\n\n\n\n<p>While a spokesperson for DMFI PAC declined to comment on its plans for the race, the group is likely to engage in the primary, even as it has&nbsp;<a href=\"https:\/\/jewishinsider.com\/2023\/11\/pro-israel-groups-left-wing-lawmakers-rashida-tlaib-cori-bush\/\">largely refrained<\/a>&nbsp;from targeting incumbents in previous cycles.<\/p>\n\n\n\n<p>In recent days, Bowman\u2019s allies, including Rep. Alexandria Ocasio-Cortez (D-NY) and the Working Families Party, which&nbsp;<a href=\"https:\/\/www.lohud.com\/story\/news\/politics\/elections\/2023\/12\/01\/jamaal-bowman-gets-working-families-nod-will-he-face-primary-with-george-latimer-congress\/71752738007\/\">endorsed<\/a>&nbsp;his campaign last week, have&nbsp;<a href=\"https:\/\/twitter.com\/jacobkornbluh\/status\/1731827123067793722\">circulated<\/a>&nbsp;<a href=\"https:\/\/twitter.com\/jacobkornbluh\/status\/1731797196847149482\">fundraising emails<\/a>&nbsp;warning supporters that Latimer is a top AIPAC recruit and soliciting donations in anticipation of an expensive primary.&nbsp;<\/p>\n\n\n\n<p>Rather than directly targeting Latimer, Bowman\u2019s campaign, which did not respond to a request for comment, has&nbsp;<a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/12\/04\/george-latimer-challenge-jamaal-bowman\/\">accused<\/a>&nbsp;AIPAC of \u201croutinely\u201d opposing \u201cBlack members of Congress with primary challenges,\u201d using a message frequently invoked by critics of the pro-Israel group.<\/p>\n\n\n\n<p>Latimer, who is white, said he is aware of such criticism but does not believe the rhetoric will be effective in persuading constituents who have followed him for decades. \u201cAll of that stuff is not going to register in Westchester, where people know me, they see me, I\u2019m very active,\u201d he told JI. \u201cI think I\u2019m going to have a very solid base to work with in an area that I\u2019ve represented a lot longer than the incumbent.\u201d<\/p>\n\n\n\n<p>\u201cI\u2019m not the divisive element. I\u2019m not standing in front of the White House arguing Israeli policy and calling it a genocide, which is absurd,\u201d Latimer said, referring to&nbsp;<a href=\"https:\/\/x.com\/jacobkornbluh\/status\/1730015226077085770?s=46&amp;t=lO03GaaQiKwBXh8cK5OsOQ\">recent comments<\/a>&nbsp;from Bowman, who has doubled down on his criticism of Israel as the war with Hamas unfolds. \u201cBut nonetheless, I\u2019m offering a choice, and then people have the ability to choose.\u201d<\/p>\n\n\n\n<p>House Minority Leader Hakeem Jeffries (D-NY), a long-standing AIPAC ally, has&nbsp;<a href=\"https:\/\/www.huffpost.com\/entry\/hakeem-jeffries-aipac-omar-bowman-primaries_n_64e3e9a7e4b0e366fc36a877\">indicated<\/a>&nbsp;that he will stand behind Bowman and other Squad members facing challenges this cycle, even as Latimer has&nbsp;<a href=\"https:\/\/www.nytimes.com\/2023\/12\/06\/nyregion\/george-latimer-jamaal-bowman.html\">claimed<\/a>&nbsp;that Jeffries did not ask him to stay out of the race.<\/p>\n\n\n\n<p>But former Rep. Nita Lowey (D-NY), a pro-Israel stalwart who served in a neighboring district until her retirement in 2021, plans to endorse Latimer\u2019s campaign, according to a source familiar with her plans who requested anonymity to discuss private deliberations.<\/p>\n\n\n\n<p>In an interview on Tuesday, former Rep. Eliot Engel (D-NY), whom Bowman&nbsp;<a href=\"https:\/\/jewishinsider.com\/2020\/06\/is-eliot-engel-in-trouble\/\">unseated<\/a>&nbsp;in 2020, said he believed that Latimer would be a \u201cfine congressmember\u201d and that he would \u201ccertainly consider\u201d supporting him. \u201cHe\u2019ll be a contrast, because I never would have believed that someone who was so anti-Israel could ever have represented a district that we have,\u201d Engel told JI, referring to Bowman, whom he has largely refrained from openly criticizing since leaving office. \u201cI think George will give him a run for his money and I would not be surprised if he wins the race.\u201d<\/p>\n\n\n\n<p>Latimer, for his part, distilled the race to a binary choice between what he characterized as style and substance. \u201cI have to define myself by what I\u2019ve done, and he has to be defined by what he\u2019s done, not just what his image is, because ultimately we\u2019re either going to have politics of style or we\u2019re going to have politics of substance,\u201d Latimer explained. \u201cWhat I sense is, in Washington, more and more and more, it\u2019s the politics of style.
