One of the most important primary races that are shaping up on the Democratic side is the one for Michigan\u2019s newly drawn 11th Congressional District, which is pitting two incumbents head to head: Rep. Haley Stevens and Rep. Andy Levin. All Jewish voters should know where the candidates stand on the issues important to them.<\/p>\n\n\n\n<p><strong>Michigan\u2019s 11th Congressional District \u2013 Democratic Primary Race<\/strong><\/p>\n\n\n\n<p>Rep. Haley Stevens currently represents Michigan\u2019s current 11th District, while Rep. Andy Levin represents the 9th. Their primary election is scheduled for August 2, 2022, and, with the district considered as safe democratic, this race will be decisive towards who will likely represent the MI-11 in the 118th Congress.<\/p>\n\n\n\n<p>Both <strong>Rep. Andy Levin<\/strong>, who is Jewish, and <strong>Rep. Haley Stevens<\/strong> have been vocal on important issues facing the Jewish community,&nbsp; and have a significant track record to examine as they court the Jewish vote in this primary.<\/p>\n\n\n\n<p>While Rep. Stevens has been endorsed by AIPAC and centrist pro-Israel groups and elected officials, Rep. Levin has been supported by the liberal J Street group and progressive politicians such as Rep. Rashida Tlaib, Sen. Bernie Sanders, etc.<\/p>\n\n\n\n<p><strong>Rep. Haley Stevens provided the below\u00a0<\/strong><a href=\"https:\/\/m.youtube.com\/watch?v=Ox0Wrzm8mi0&amp;feature=youtu.be\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>video<\/strong><\/a><strong>\u00a0to circulate throughout\u00a0the JPG. Unfortunately, Rep. Levin&#8217;s campaign\u00a0did not respond to our request.\u00a0<\/strong><\/p>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-embed aligncenter is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-4-3 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"embed-responsive embed-responsive-16by9\"><iframe loading=\"lazy\" title=\"Rep. Haley Stevens (D-MI) | American Jewish Congress\" width=\"1140\" height=\"855\" src=\"https:\/\/www.youtube.com\/embed\/Ox0Wrzm8mi0?feature=oembed&enablejsapi=1\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/div>\n<\/div><\/figure>\n\n\n\n<p>\u00b7&nbsp; &nbsp; &nbsp; <strong>Iran Nuclear Deal<\/strong><\/p>\n\n\n\n<p>Rep. Andy Levin has been supportive of the negotiations in Vienna. In February 2022, he <a href=\"https:\/\/twitter.com\/RepAndyLevin\/status\/1491507502193815555\" target=\"_blank\" rel=\"noreferrer noopener\">stated<\/a> that \u201cwe know that the Iran nuclear deal worked,\u201d and that the nuclear deal \u201cis the best option as we move towards building peace, constraining Iran\u2019s nuclear capabilities and empowering Iranians.\u201d<\/p>\n\n\n\n<p>Rep. Haley Stevens was one of the twelve Democratic signatories of a <a href=\"https:\/\/gottheimer.house.gov\/news\/documentsingle.aspx?DocumentID=3074\" target=\"_blank\" rel=\"noreferrer noopener\">bipartisan congressional letter<\/a> sent to President Biden in March 2022, signaling concerns regarding the Administration\u2019s plans to reenter the Iran nuclear deal. The letter highlighted that it would be hard for the signatories \u201cto envision supporting an agreement along the lines being publicly discussed\u201d at the time. The letter <a href=\"https:\/\/gottheimer.house.gov\/uploadedfiles\/letter_to_admin_on_jcpoa.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">emphasized<\/a> concerns with Iran\u2019s breakout time, the potential lifting of the Foreign Terrorist Organization (FTO) designation of the Islamic Revolutionary Guard Corps (IRGC), Iranian support for terrorist proxies throughout the region, and more.<\/p>\n\n\n\n<p>\u00b7&nbsp; &nbsp; &nbsp; <strong>Two-State Solution to the Israeli-Palestinian Conflict<\/strong><\/p>\n\n\n\n<p>In September 2021, Rep. Andy Levin introduced in the House the \u201cTwo-State Solution Act,\u201d legislation that he argues will accelerate progress towards a two-state solution. The legislation seeks to discourage steps that push that kind of solution out of reach and <a href=\"https:\/\/www.politico.com\/newsletters\/national-security-daily\/2021\/09\/22\/an-exclusive-look-at-the-two-state-solution-act-494433\" target=\"_blank\" rel=\"noreferrer noopener\">emphasizes<\/a> that \u201cthe establishment of Israeli settlements\u2026is inconsistent with international law,\u201d and that \u201csettlement expansion, demolitions of Palestinian homes, revocations of residency permits, and forced evictions of Palestinian civilians by Israel impede the establishment of a Palestinian state.\u201d<\/p>\n\n\n\n<p>Rep. Haley Stevens supports a two-state solution to the Israeli-Palestinian conflict, <a href=\"https:\/\/haleystevensforcongress.com\/issues\/israel\/\" target=\"_blank\" rel=\"noreferrer noopener\">stating<\/a> on her campaign website that she supports \u201ca negotiated solution resulting in two states\u2014a democratic Jewish State of Israel, and a viable, democratic Palestinian state\u2014living side-by-side in peace, security, and mutual recognition.\u201d At the same time, she argues that \u201cwhile a peaceful resolution to the Israeli-Palestinian conflict is vital for long-term safety and security in the region, it cannot infringe on Israel\u2019s right to exist safely and as a Jewish state.\u201d<\/p>\n\n\n\n<p>\u00b7&nbsp; &nbsp; &nbsp; <strong>U.S. Security Aid to Israel<\/strong><\/p>\n\n\n\n<p>Rep. Levin has supported U.S. security aid to Israel and voted for legislation that provides funding for Israel\u2019s Iron Dome air-defense system. His \u201cTwo-State Solution Act,\u201d however, <a href=\"https:\/\/andylevin.house.gov\/media\/press-releases\/levin-colleagues-supporting-organizations-unveil-two-state-solution-act\" target=\"_blank\" rel=\"noreferrer noopener\">aims to define<\/a> \u201chow U.S. security assistance to Israel cannot be used for occupation or annexation,\u201d which effectively means conditioning aid.<\/p>\n\n\n\n<p>Rep. Stevens has supported U.S. security aid to Israel and <a href=\"https:\/\/haleystevensforcongress.com\/issues\/foreign-affairs\/\" target=\"_blank\" rel=\"noreferrer noopener\">states<\/a> in her foreign policy positions on her website that \u201cCongress must continue to unconditionally support critical programs that help Israel upgrade its fleets in air, land, and sea, enhance the mobility of its ground forces, and continue to strengthen its missile defense capabilities.\u201d In September 2021, she was one of the Members of Congress that <a href=\"https:\/\/jewishinsider.com\/2021\/09\/inside-the-houses-iron-dome-meltdown\/\" target=\"_blank\" rel=\"noreferrer noopener\">urged<\/a> House leadership to vote on a bill providing funding for the replenishment of Israel\u2019s Iron Dome air-defense system.<\/p>\n\n\n\n<p>\u00b7&nbsp; &nbsp; &nbsp; <strong>BDS &amp; the Delegitimization of Israel<\/strong><\/p>\n\n\n\n<p>Rep. Andy Levin has stated that he opposes the BDS movement, <a href=\"https:\/\/www.detroitnews.com\/story\/news\/politics\/2019\/07\/23\/house-vote-opposing-bds-divides-democrats\/1805822001\/\" target=\"_blank\" rel=\"noreferrer noopener\">stating<\/a> that he is \u201cagainst singling out Israel among all countries of the world.\u201d While he supported a House resolution that expressed opposition to the global BDS movement, Rep. Levin argued that \u201cthe BDS (campaign) is really not helpful to get to a two-state solution and is perhaps even antithetical to it.&#8221;&nbsp;<\/p>\n\n\n\n<p>Rep. Haley Stevens has <a href=\"https:\/\/haleystevensforcongress.com\/issues\/israel\/\" target=\"_blank\" rel=\"noreferrer noopener\">called out<\/a> the Boycott, Divestment, and Sanctions (BDS) movement, arguing that its \u201cmain goal is to delegitimize Israel\u2019s existence and inflame tensions in communities and on college campuses.\u201d She has been explicit about her intention to \u201csupport legislative efforts in Congress that push back against the BDS movement.\u201d In February 2022, Rep. Haley Stevens <a href=\"https:\/\/stevens.house.gov\/media\/press-releases\/rep-haley-stevens-issues-following-statement-support-israel\" target=\"_blank\" rel=\"noreferrer noopener\">released a statement<\/a> stating that she was \u201cdeeply concerned by the persistent and growing effort to demonize Israel, the world&#8217;s only Jewish state and a close American ally, on the international stage.\u201d Rep Stevens went on to specifically mention the \u201cchronic bias displayed by the United Nations Human Rights Council (UNHRC)\u201d and the \u201caccusations put out by groups like Amnesty International.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>August 1, 2022 Our Jewish Political Guide is tracking a variety of important battles that will shape the conversation in electoral politics.
